Equitable Funding for Education?

Jack Warner, the Pennsylvania Auditor General says now that the system that moves money into charters schools is creating inequities in funding.  In response to his findings, Mr. Warner is calling for a moratorium in the transfer of funds form public to private schools.  These funds are sent to charter schools in response to the transfer of a student away form a public school into a charter.  The problem is that tuition per student can vary from around $6000 to $16,000 depending on the district from which the student transfers.
